President's Message: Looking to the Future

As President of the AAST I felt it was vital that I have a vision of my organization's future leadership team. Over the past decade, sleep medicine has seen significant growth in terms of academic understanding of sleep disorders and the use of diagnostic testing as a tool to improve patient outcomes. Sleep centers, which have been the primary forum for diagnosis and treatment of sleep disorders over this time period, are facing increasing pressure in terms of number of sleep labs and alternatives to in lab testing (out of center sleep testing).

UnitedHealthcare Implements New Requirements for Sleep Testing

Effective Nov. 1, 2012, UnitedHealthcare (UHC) now requires providers to receive advanced notification and/or prior authorization for sleep testing performed in a sleep center. Providers will not need to obtain advance notification or prior authorization for patients evaluated with out of center sleep testing (OCST).

Last month it was announced the board of directors is developing a new strategic plan to help guide the profession through the changes in the U.S. health care system that have had and will have a significant impact on the field of sleep medicine and the sleep technology profession. The board of directors encouraged members to review the 2012 Strategic Plan and submit comments. Membership feedback is an important part of this process, and the Board thanks everyone who took the time to review the plan and submit their comments. The board of directors will discuss these comments as the plan is finalized later this spring.

AAST Congratulates BRPT Scholarship Recipient

The AAST congratulates Mr. Surafel Taddese, of Olathe, Kansas, who is the winner of the second Andrea Patterson Memorial Scholarship from the Board of Registered Polysomnographic Technologists (BPRT). Taddese is a student enrolled in the Polysomnography Sleep Study Program at Johnson County Community College (JCCC) in Overland Park, Kansas.

Senators Reach Agreement on SGR Proposal

Monday evening, Senate Majority Leader Harry Reid (D-Nev.), Finance Committee Chairman Max Baucus (D-Mont.), Minority Leader Mitch McConnell (R-Ky.), and Finance Committee Ranking Member Charles Grassley (R-Iowa) reached a tentative consensus to stave off the proposed cuts to payments physicians receive for services provided to Medicare beneficiaries. The consensus proposal delays the payment cuts, which were produced in part by the sustainable growth rate (SGR) formula, for 12 months.

The Final Rule does not directly involve sleep technologists; however, if Congress does not take immediate action, its indirect impact on our profession – and our jobs – will be enormous.

The BRPT announced a new, introductory-level certificate for newcomers to the sleep profession. The first Certified Polysomnographic Technician (CPSGT) Exam is set for March 2010.

NC HB 819 Signed

NC HB 819 - the Polysomnography Practice Act, was signed by the Governor of North Carolina on August 7, 2009. This bill establishes a scope of practice for sleep technologists, establishes that sleep technologists work under general supervision of the physician, and requires that all sleep technologists obtain their RPSGT credential and register with the North Carolina Medical Board by January 1, 2012.

The AAST will be hosting the Scoring of Sleep workshops – a new educational opportunity – on August 29 and again on August 30 at the Westin Lombard Yorktown Center in Lombard, Illinois. The one-day workshop will provide those just starting out in the sleep technology profession with the necessary background and explanations to understand the rules of the AASM Manual for the Scoring of Sleep and Associated Events.
